Principes
L’absence d'un réseau ferré dense a obligé les autorités à mettre en place un réseau de substitution s'appuyant sur les bus et le réseau routier. Un réseau "express" utilisant les axes autoroutiers ou les voies rapides, avec des bus ne s’arrêtant qu'a quelques stations par quartiers à permis de pallier à moindre coût à l’absence de trains.
